on the Commerce and Consumer Affairs Committee. Initiated legislation in 2017 applying SCORE experiences to
enhance economic growth in Belknap County.

Co-founder, co-owner and Managing Member, Company focuses on the application of emerging field forensic instrumentation (LIBS, Raman and XRF) to provide novel on-site chemical analysis and authentication of statuary and high value/museum Chinese ceramic objects of art. PA with business partners from Yale and Duke Universities. Company partners are research scientists from Yale and Duke Universities.
Synergos Global Security, LLC, Huntingdon, PA. – 2015 to 2016
Co-founder, co-owner and General Manager
Company focused on technology transition and development and commercialization of tools and instruments for 1st
responders and general public safety. Co-developed and patented a hazardous materials detector for public safety and
security applications. Divested interest in the company in 2016 to pursue political service.

SCORE Counselor and Chapter Chairman
Responsibility for overall chapter performance and financial management, veteran’s activities and working interactions
with the VA, SBA and local educational facilities. Chapter provides guidance and workshop training for business start-ups
and best business practices for over 100 in-business clients per year. Chair leadership resulted in SCORE National
recognition as a Platinum Chapter.
Phantom Life Safety and Survivability, LLC Gilford, NH – 2010 to 2016
Co-founder and Technical Officer
Company focused on the development and transition of unique personal safety devices for the 1st Responder, Codeveloped
and patented an inflatable protective shield incorporating specified levels of cut, stab and ballistic protection
dependent on the intended mission. Divested ownership of the company in 2016 to pursue political service.
John R Plumer Associates, LLC Belmont, NH – 1990 to Present
Managing Member, owner
Provides consulting services to develop, manage and transition science based programs to commercial products. Current
client efforts have resulted in the application of novel composites to the ground transportation industry. On-going efforts
provided leadership to clients resulting in R&D contracts for laser-based analysis (LIBS) in snow and ice and product
field evaluation under a 1st Responder technology transfer program for CBRN&E threat detection.
A3 Technologies, LLC, Aberdeen MD – 2007 to 2011
Co-founder, owner and VP-COO
Provided on- site management and overall program management for A3 Technologies. The company studied, developed
and applied analytical laser based spectrographic analysis technologies including LIBS, ICP-MS, Raman fluorescence to
DoD, Federal and 1st Responder securities requirements. Provided critical leadership at A3 Technologies resulting in
military and Congressional programs in excess of $12M. The company merged with Applied Spectra Inc. and relocated to
Fremont California.
Mentis Sciences, Inc. Manchester NH – 2003 to 2007
Senior Program Manager
Advanced design and fabrication company specializing in composite solutions for DoD materiel in extreme
environments. Managed the design and construction of unique hybrid composite cannon component for the Army Benet
Laboratory -RAVEN Gun Program – a $3M program. Developed and implemented strategies for the Army Research
Laboratory to transfer R&D technologies to dual use, military and commercial customers.
US Army Materiel Command DC – 1993 to 2002
Materials Scientist-PD4 (GS15)
Army Materiel Command headquarters, Co-chair of the Army Pollution Prevention Program. Pentagon, Dept. Army
Office of Environmental Programs; Co-chair for Pollution Prevention Technical Working Group. Corp of Engineers HQ,
on-detail, as the Program Manager for Environmental Quality. Co-chairman of the Department of the Army
Environmental Quality Technology Integration Team and as the Army Executive Agent for all DA environmental
programs; duties included developing and defending the bi-annual (POM) program elements (PEs) for funding decisions.
Leadership of the Pollution Prevention Program resulted in a new $65M Pollution Prevention Program.
